Why $5.3 million? Why 30 days? Why place them when the water was going down? Why were emails sent to Ray Cheramie's office and not Chris Boudreaux's? Why was the possibility of acquiring these products not considered prior to Hurricane Rita?

Does anyone know what Toby Champagne's title was when he worked for Lafourche Parish? Exactly what date did he quit and when did he begin his employment with US Flood?
Does anyone know the reason Toby stopped working for the parish?
