It's Like 60 Minutes
Their Serving More Than Hamburgers In White Castle
That wacky Steve Theriot and his band of auditors, always finding wrong doing somewhere. This time it's White Castle, a town in Iberville Parish named after a Northern hamburger institution. Misuse of credit cards, including the purchase of booze (Randolph's, Oct. 10, 2004, right George?), renting a car on a town credit card and listing the wife (think plane tickets & wreck) as an additional driver, using the town credit card for personal expenses (think generators, excavators and outfall canals on Ray's property), etc. (think BAGS) In other words, less than what we found in Lafourche, but more than what sent Charlie Banta to jail.

"Many of the top public officials in the town of White Castle could soon face criminal charges, according to a report issued by the legislative auditor. He alleges the mayor, former police chief and five current or former aldermen misused city funds to buy alcohol, flowers and pay for cell phones. Under the direction of District Attorney Ricky Ward, a grand jury will consider indictments against current and former White Castle officials."

Rep. Loulan J. Pitre, Jr.'s Ray Cheramie Memorial Generator Bill keeps zooming through the legislative process in Baton Rouge. The full House passed the bill 99-0 Tuesday. It has been referred to the Senate and Governmental Affairs for its consideration.

Colonel, Rev, Ph.d (sic) Fazio Gets Ink!
Although the Comet Editorial Staff felt compelled to limit my letter to the Editor on the Gonzales/Randolph/BAGS question to the Courier, where its intended audience would likely not read it, they give "Rev Colonel R Fazzio Ph.d" front page play for getting banned from the library. Perhaps the Comet editors should send their resumes to Entertainment Tonight or some other tabloid TV entertainment show where they could do stories on similar freaks like Britney, the défant blonde with the big you know whats (how easy we forget), the latest mass murderer, and Lindsay Lohan's DWI arrest.

BTW, here's a link for Universal Life Church Monastery, the "Church" where Fazzio was "instantly ordained". Apparently, you can also be ordained as a pagan and a wiccan there. (Wonder if they'd ordain one as Rock Star or Porn King or Elvis?)

The Baton Rouge Advocate published an article last week about the Pontchatrain Levee District purchasing BAGS from U.S. Flood in 2006!?!? What was the purpose of this article? Sounds like a press release advertising Vickers' product. I took the liberty of emailing the writer of the article a few facts about Lafourche Parish and U.S. Flood today. "Meanwhile, the district attorney and Louisiana State Police are working the criminal side of the case. To that end, District Attorney Phil Haney has said that by June he would convene a grand jury, which is used to seek criminal indictments. A date has not yet been set."

As a side bar, the Ethics Commission has ruled that Will may use campaign funds to defer the legal costs associated with responding to the Legislative Auditors' findings. However, whether he may use those funds for any future criminal defense needs is an open question.

June, dat's next mont', right, Charorge? Ya'll need to pay attention here. This stuff may be important in the future.

Ever Wonder Where Convicted Public Servants Go?
Well, it depends on whether he or she is convicted in the State or Federal court system. If State, here's a link to the La. Dept. of Corrections site containing a handy and informative map. Note, there is only one facility that imprisons women, aptly named the La. Correctional Institution for Women, in St. Gabriel.

If the public servant is convicted in the Federal court system, then he or she is relegated to a facility operated by the Bureau of Prisons. Here's a link showing the federal facilities in our region. According to this link, three Federal facilities in Texas house women convicts.

Awaits House Vote
The La. House of Reps. Committee on House and Governmental Affairs passed Loulan J. Pitre, Jr.'s Ray Cheramie Memorial Generator Bill by a vote of 8-0 last Wednesday, May 23. The measure now goes to the full House for consideration.

Credit Where Credit's Due
I applaud Councilman Phillip Gouaux, who I usually disparage mercilessly here, for having his heart in the right place when it comes to littering. The Comet published an article about his attempt to increase the penalties in today's edition. Me, I think 1st offense littering should be punishable by loss of a finger of your choice. But, alas, his efforts, unfortunately, are symbolic. Littering is an enforcement, parenting and educational problem. We can't hire enough cops to effectively enforce the litter laws. They're too busy arresting stoners for possession of small amounts of pot. Remember the other war we lost; the one on drugs. Plus, trashy people raise trashy kids and the cycle perpetuates itself. Is there enough room in our No Kid's Behind Left test-preparation training program, which passes for education these days, for some good old-fashioned anti-litter teaching? I don't know man, but Arkansas seems to get it. The outdoors are alot cleaner there. Some have theorized that since there are so many dry counties there, less drunks means less litter. You don't litter do you, George?
Let's Get Serious
Charlotte a Respected Leader?!?!

Let's analyze the claims on Charlotte's billboard. Charorge claim that she is "A Respected Leader in Lafourche, in Baton Rouge, in Washington, DC"

Where do we start? Respected? Leader? Mars?

Let's start with the geographical part. Is she a respected leader in Lafourche? She lost the Council when the scandals started breaking a little over a year ago. Before that, they rubber stamped everything she wanted. Now, she is lucky to get a laugh out that bunch. If she is such a respected leader, where is Lafourche First? Their disappearing act speaks volumes on how much they respect their creation. They respect her so much, several of the big shot former movers and shakers in Lafourche First are desperately looking for a third candidate for the race. And as far as the 10th Ward, let's see how respected she is when multiple 10th Ward Parish bridges go out of service between now and the election. And Charorge better be saying alot of novenas that there are no rain events to flood many of the same neighborhoods they didn't take care of down there.

In Baton Rouge? What, attending a few legislative committee meetings and every event where they can get free meals and booze makes one a respected leader? Where's the beef? What did she bring back from Baton Rouge other than those people rolling their eyes over what an embarrassment Charlotte and George are in public. It was a no-brainer for her to fight to get the 10th Ward inside the Cat 5 levee reallignment. But she didn't! That was Ted and Windell. Heck, she couldn't even read the map to determine where Cat 5 stopped!

In Washington, DC? Again, where is the beef? What did we get? Wow, she gave a few speeches to Congressional committees, freeloaded meals and booze, embarrassed us by carrying her daughter and George into a meeting with a US Senator! That is neither respect-getting nor leadership.

Apparently to Charorge, leadership is photo-ops, ribbon-cutting and trying to intimidate the media into carrying only their disinformation. But, you and I know that leadership is something totally different. It helps to have a brain able to grasp complex ideas. It also calls for not only having a vision, but carrying it out - sort of like developing a "Master Plan" for the future of Lafourche Parish. It also means mixing with the common folk and taking their phone calls. It would also help spending time in Thibodaux and making decisions. Leaders are also not afraid to get their hands dirty - leading by example. You know, like having your picture taken filing one of those portable levees or a sandbag or two while Lindel files out the paper work to get them, the sand bags that is. A leader does more with less, not less with more. Poor Buzz! What was his surplus used for? Now, we're broke. A leader doesn't abuse the Public trust by allowing her spouse to use Parish vehicles or keep the obligtion of $5.3 million secret for ten months. Harry Truman said the buck stops here. He took responsbility. He was a leader.

Where is your list of accomplishments, Charorge? Keeping those secret along with all the dirty laundry I'll be spending advertising money on so that the Public is fully informed?

Somebody, please mail me, or stick one under the door at my office, one of Charorge's new campaign things; the one with pictures of her and her lapdog NOGO, her and Blanco and her and George W. Bush. (Wait, no picture of George?!?!) One bozo and two abject failures. What does that say about Charorge?

Who says they know the identity of head12 on the Comet forums? Your guess and why?

(Babies, if all ya'll got is that I was fired from/resigned the attorney position with the Town of Golden Meadow, ya'll are in sad shape. Lawyers are fired all the time. It's the nature of the business. By the way Charorge, don't share this with anyone, but Joey asked if I would do notary work for the Town.)

Although the signal is faint up here in the wilds of the Ozarks, what is this I hear about me posting a picture of a noose being perceived as a death threat? A hardy laugh was no doubt had by everyone in the room when the recipient received that complaint! Don't recall metaphors and similes that one or two semesters before you flunked out of Nicholls while an "English major", do you Charlotte? What, were you hungover?

In the continuing saga of our boy Iberia Pres. Will Langlanais, the Iberia Parish Council has hired outside counsel to look into recovering funds improperly expended by our boy as revealed by the Legislative Auditor.

DA BAGS Lawsuit Update
TPRTK has obtained a copy of the Petition in Dora A. Boudreaux, as Trustee of the Alzec J. Autin Revocable Living Trust, vs. U.S. Flood Control Corp, Docket # 106370, 17th Judicial District Court, Lafourche Parish. The Petition alleges that the defendants, U.S. Flood, came on her property without permission and stored "bladders" "which were to be placed on the South Lafourche Levee located in the Tenth Ward". It goes on to allege that "in trespassing upon petitioner's property and converting same to its commercial use, there was extensive damage to petitioner's property." The petition claims Ms. Boudreaux suffered "destruction of her property by removing land and trees" and "illegally excavating and creating conditions which will necessitate the use of bulldozers and land fill". The Petition concludes that "because of this, it will be necessary for the petitioner to have the property reconstructed in order to put the property back in its same condition prior to the illegal conduct by the defendants."

Ms. Boudreaux is represented by the well-respected 10th Ward attorney L.G. LaPlante, Jr.

DA BAG Criminal Prosecution

The Lafourche Parish Clerk of Court Criminal Division informs TPRTK that Toby Champagne, an employee of U.S. Flood Control, Inc., will be arraigned on a charge of criminal trespass this morning in Division "E", Judge F. Hugh "Buddy" Larose. This incident was revealed here earlier this year with photos. A landowner complained Mr. Champagne was storing some BAGS on her property without her authority. More details as they become available.
DA BAGS Lawsuit

A conversation with Lafourche Parish Clerk of Court Civil Department personnel, Big Rocky to me, reveals that a lawsuit was filed Friday against U.S. Flood Control, Inc. by a 10th Ward resident. The suit has been alloted to Division "D", Judge A. Bruce Simpson. The basis for the suit was first disclosed here February 03 with photos of DA BAGS. More details as they become available.

That's right Charorge, the embarrassment you are causing Lafourche Parish has state-wide exposure now.

Comet Covers Charorge Wreck Ethics Board Story

"The man has been out to destroy this administration from day one," Charlotte is quoted as saying, "he and a couple of councilmen. But despite the obstacles they throw in front of us, we intend to accomplish everything we set out to."

But what about the merits of the charge Charlotte? You were self-serving. That is a violation of the law. Shouldn't you suffer the consequences like the rest of us would? Or should you be above the law?

Furthermore, I'm just the messenger. You performed the actions which have destroyed your administration. I'm just bringing those actions to light and out of the dark, and away from the Public's knowledge, as you would keep them.

$1,000 fine!?!? That's it? The wreck cost us $40,000. At least, the Ethics Board believes my complaint has merit.

Now, understand friends, that $1,000 was an offer to settle the matter with Charlotte "off the books", sort of like a plea bargain. Since Charlotte is going to force the Ethics attorney to put on her case, that deal is off the table. That means the potential penalty can be substantially greater.

I confess! C'est Moi!

Let's clear the air, Charlotte. I filed the complaint with the Board of Ethics leading to the formal public hearing next week.

You want to play Truth or Dare? OK, I revealed the truth. Now, answer truthfully, you have been in contact with Ethics Board's personnel on more than one occasion for at least three months on the wreck issue, right? You were lying on the radio when you tried to give the impression you had only recently heard from them, right?

Here's the letter:

Dear Sirs or Madames:

On August 24, 2005, Lafourche Parish President Charlotte Randolph was a passenger in a vehicle owned by the Lafourche Parish Council. Driving the vehicle was her husband, George Randolph. The vehicle was involved in an auto accident while being driven by Mr. Randolph. He is not a Parish official or employee, did not have the Council's authority to drive it and the Council had a policy against non-Parish employees or officials using Parish equipment at the time. Mr. Randolph caused the accident. (Attached is a State Police Accident Report concerning
this accident.)

By resolution adopted December 13, 2005, the Council authorized the Parish Finance Department to pay the victim, Mr. John Cooley, $15,805.37 for his property and vehicle rental.(Attached is a copy of the Resolution.)

Since Mr. Randolph was not authorized to drive the vehicle on the date of the accident,does payment of the above amount by the Parish Finance Department create a conflict of interest for President Randolph since she is the head of that department as well as being solidarily liable with her husband personally for the accident, unless her and her husband have a pre-marital agreement eliminating the community? Please investigate.

LA Board of Ethics Investigates Charorge For Wreck!

The following item appears on the agenda for the Board of Ethics May 10 meeting:

"G4. Docket No. 06-202

Public hearing to explore a charge issued to Charlotte Randolph, in her capacity as Lafourche Parish President, concerning her participation in matters before the parish council involving the payment of expenditures to settle a claim resulting from a car accident involving her husband."

OH! OH! Charorge. Apparently, they found enough in their informal investigation to justify a full-blown public hearing.

Knowing this was coming up was probably why Charorge were so hysterical about torpedoing Lasseigne on the getting-trash-service-for-folk issue the last month. Every issue seems to blow up in Charorge's face, but when will something stick?

UPDATE May 4, 10:55 AM: I heard Charlotte's take on Capt. Kirk's show. She wants to delay the hearing. Surprise! Surprise! Surprise! Sgt. Carter. She blamed "those people with a vendetta" for the complaint. (That's a cheap technic used by losing lawyers. It's called "obscuring the issue".) The relevant issue Charlotte is not the motives of the complaintant(s), but whether the issue has merit. Apparently the Ethics Board thinks it does. Because, otherwise, they would not schedule a formal hearing. Furthermore, Charlotte tried to give the impression she had only heard about this charge recently. That is nonsense. She has known about this charge for months and has had numerous communications with the Ethics Board attorney. That is how their process works. If the Board puts something on its agenda, lots of work was done before hand and they think they have a case.

Will Charorge be fined? Will the Board refer this to the DA or the Attorney General for possible criminal prosecution? Is this the beginning of Charorge being held accountable for their and their misadministration's numerous misdeeds?

Resign now, Charlotte. You can use a family or medical excuse. Things only get progressively worse from here.

Has a certain agency of the State of Louisiana begun scrutinizing alot of Charlotte and George Randolph Misadministration records? HMMM!

Has the Charlotte and George Randolph Misadministration implemented a new policy relative to the use of Parish credit cards? HMMMM!

Doesn't the Public have the right to know this, Charorge? Is a public records request required for the answer? How much a page? A quarter?

By the way, how's your efforts to keep me out of the Cut Off Youth Center for the Trivia Bowl on May 12 going, George? Not too successful, huh? Lies, Lies, Lies, George! There will be a day of reckoning.
