QUESTION, THE INFAMOUS COW BLADDER TUBES:
The administration asserts that the parish will be fully reimbursed for the rental of the tubes.Randolph said,"I don't expect them to cost us anything."{Tri-Parish Times}.
Does this mean that a claim was, filed with FEMA?
If it is proved,11 months later, that the bladders were not deployed as claimed and did not save Lockport as claimed; would the filing of a claim to FEMA constitute fraud?
