"The factual basis of Langlinais' plea alleged that:
From June 2002 through August 2005, the parish provided drainage pipe, culverts and catch basins to residents free of charge at taxpayers' expense.
From Jan. 1, 2000 to April 1, 2006, Langlinais was reimbursed for travel, lodging and other expenses to which he was not entitled.
Langlinais entered contracts and agreements with third parties without the knowledge of the Iberia Parish Council.
Langlinais attempted to improperly influence the statements of others during an investigation by the Louisiana Legislative Auditor."
