Why has the D.A.let these jokers step all over him while he huffs and puffs at the councilmen?
Excellent question. I, as well as others, have wondered the same thing.
Maybe because the Parish Prez's husband gave a threat as he does to so many other people to get his way and the DA is scared of him.
